The Katsina State Court of Appeal has emerged as the highest-performing government agency in the implementation of the 2025 state budget, achieving a remarkable 100 per cent performance rating.
The State Commissioner for Budget and Economic Development, Malik Anas, disclosed this while presenting the 2025 budget performance report.
According to the commissioner, the Appeal Court recorded full implementation of its allocated budget, topping the performance chart among ministries, departments and agencies (MDAs) in the state.
However, the report also revealed significant disparities in performance across MDAs. The State Audit Department recorded zero per cent budget implementation, while the Ministry of Budget and Economic Development posted a low performance rate of 49.99 per cent, ranking among 44 ministries with weak implementation records.
On revenue generation, Anas said the state recorded 81.66 per cent performance in internally generated revenue (IGR), raking in N565.28 billion for the 2025 fiscal year. He added that total expenditure stood at N482.81 billion, representing 69.69 per cent overall budget performance.
Out of the total spending, N343 billion was invested in capital projects, underscoring the government’s commitment to infrastructure and development initiatives.
Despite the gains, the commissioner expressed concern over the state’s heavy reliance on federal allocations to finance its operations. He disclosed that inflows from the Federation Account Allocation Committee (FAAC) accounted for over 87 per cent of the state’s total recurrent revenue in the 2025 budget.
Anas warned that such dependence exposes the state’s fiscal position to external macroeconomic and policy risks. He stressed the urgent need for revenue diversification strategies to strengthen fiscal sustainability and reduce vulnerability to fluctuations in federal allocations.
