A private legal practitioner and human rights advocate, Barrister Musa Abubakar Tudunwada, has announced plans to formally write to the Commander General of the Kano State Hisbah Board, Aminu Ibrahim Daurawa, seeking clarification over the distribution of bags of rice reportedly donated to the board by the Kano State Government.
The rice was said to have been provided by the Governor of Kano State, Abba Kabir Yusuf, as part of the state government’s annual Ramadan welfare support extended to ministries, departments, and agencies.
Barrister Tudunwada disclosed that his decision followed complaints allegedly received from some Hisbah personnel who claimed that the distribution process was not conducted fairly and that several staff members were denied their entitlements.
According to the lawyer, the planned letter is intended to obtain an official explanation of how the rice was shared among personnel of the board.
“We will formally write to Sheikh Aminu Ibrahim Daurawa to request a detailed explanation of how the rice provided by the government was distributed within the Hisbah Board,” he said.
He explained that the move was aimed at establishing transparency and identifying any possible irregularities in the process.
Barrister Tudunwada warned that if the Hisbah leadership fails to provide a satisfactory clarification, the matter may be escalated to the appropriate anti-corruption authorities.
“If our request is not addressed or if the board fails to provide a transparent explanation of the distribution process, we will have no option but to file a petition before the Kano State Public Complaints and Anti-Corruption Commission to seek justice for affected staff members,” he stated.
He further emphasized that allegations of unfairness should not arise within an institution tasked with promoting moral discipline and justice in society.
Meanwhile, a source familiar with the development alleged that about 900 bags of rice were allocated to the Hisbah Board for distribution to its personnel.
According to the source, the Commander General, the chairman of the board, and deputy directors general allegedly received 20 bags each, while assistant directors general were said to have received 18 bags each. Directors and assistant commanders were reportedly allocated one bag each.
The source also claimed that each unit at the board’s headquarters received one bag, while every local government headquarters of the board reportedly received five bags.
Barrister Tudunwada maintained that seeking clarification from the Hisbah leadership had become necessary in order to ensure fairness and accountability in the process.
The development comes amid the ongoing Ramadan support programme by the Kano State Government, under Governor Abba Kabir Yusuf, through which food items were distributed to government agencies, ministries, and members of the public across the state.
