    2025 Budget:Kano Govt Rejects Ex-Commissioner’s Poor Performance Claim

    Kano State Government has rejected claims that it performed poorly in the implementation of the state’s 2025 budget, describing the suggestion as untrue.
    The State Commissioner of Budget and Planning, Alhaji Musa Sulaiman Shanono,made the remark while addressing journalists in Kano on Friday.
    Shanono dismissed the claim by a former Commissioner of Information and Internal Affairs of the state, and the Chief of Staff to the former APC National Chairman,Comrade Muhammad Garba, that the present NNPP administration in the state had embarrassingly performed poorly in the execution of the 2025 budget.
    “The import of this press briefing is to put the record straight due to the remarks made by the former Commissioner for Information and Internal affairs,and also Chief of Staff to the former APC National Chairman, who criticized the NNPP Led Administration of Abba Kabir Yusuf over what he described as an embarrassingly poor and an unacceptable budget performance in the first three quarters of 2025 Fiscal Year.
    “He was reacting to a recent Budget Review published by Solacebase, an online flatform, which showed that critical sectors such as Water Resources, Health and Education recorded less that 40% Capital Performance between January- September, 2025,” he said.
    According to the Commissioner,the state’s budget performance report is usually prepared quarterly and issued within 4 weeks from the end of each quarter.
    He said this is aimed at ensuring Transparency and Accountability in public finances.
    He said the Governor Abba Kabir Yusuf administration in the state did its best in the implementation of the 2025 budget.
    “It is important to note that, the third quarter report was mainly State Treasury Funded Projects. There are other funds /sources that support the sectors that have not been captured during the formulation of the report as the State is working on target.
    “However, as usual, the Ministry of Planning and Budget is working with relevant MDAs to identify the gaps that could be reported in the subsequent report.
    Shanono then compared performance of the 2025 budget implemented by the present NNPP administration with the 2022 budget executed by the last APC administration in the state.
    “It is very important to make a little comparison in relation to Capital Performance between the Fiscal Year 2022 i.e previous and 2025 as at Third Quarter of each Fiscal Year,” Shanono said.
    According to him,the capital performance of Ministry of Science and Technology in 2025 was N1.1 billion against the Approved Budget of N4.9 billion represented 23.3% compared to third quarter of 2022 of the previous APC administration, while capital performance was 9% as only N167.9 million was spent against the approved budget of N1.86 billion during the period.
    “The performance of the Ministry of Education in 2025 third quarter was 32.2% compared to the performance of the Ministry of Education in 2022 of the previous Administration for the third quarter which was 15.1 percent.
    “The performance for Higher education in 2025 third quarter was 7.7%,while that of 2022 of the Previous Administration was depicting zero percent,” he said
    The commissioner further explained that the performance of the state Ministry of Health in the third quarter of 2025 fiscal year was 12% when compared to that of 2022 of the previous administration for the third quarter which was 2.5 percent.
    “It is pertinent to note that, there are other cross cutting projects executed by various MDAs that have direct bearing to Education and Health.
    “These projects comprise of Construction and Rehabilitation of Classrooms and Hospitals executed by Ministry of Works across the State that have not added under the sub-sectors during the review of the report,” he added.
