The Kano State Government has directed all civil servants who have retired from service by age or length of service to immediately vacate their official positions and hand over government documents, properties and other responsibilities in their custody.
The directive was issued by the State Head of Civil Service, Hajiya Bilkisu Shehu Maimota, in Circular No. 10/2026 dated October 6, 2026, issued by the Establishment Directorate of the Office of the Head of Civil Service.
The circular, titled “Unauthorised Continuance in Service After Statutory Retirement by Civil Servants in Ministries, Departments and Agencies (MDAs) of Government—Call for Immediate Handing Over of Official Documents and Properties,” expressed concern over the continued presence of some retired officers in official positions after attaining the statutory retirement age or completing the required length of service.
According to the circular, the practice contravenes the Kano State Civil Service Rules and other relevant service regulations and is therefore “legally and administratively unacceptable.”
The Head of Civil Service consequently directed all affected retired officers to immediately cease performing official duties and hand over all government documents, properties and responsibilities in their possession to their respective Ministries, Departments and Agencies.
The circular also directed Accounting Officers, Permanent Secretaries, Chief Executives, and Directors of Administration and Personnel Management to ensure strict and immediate compliance with the directive.
It further warned that any serving officer found to be aiding, abetting or condoning the continued stay of a retired officer in service would face appropriate disciplinary action in accordance with the Civil Service Rules.
The Office of the Head of Civil Service reaffirmed the state government’s commitment to discipline, professionalism, accountability and strict adherence to regulations governing the civil service.
The directive takes immediate effect.
The circular was signed by Rukayya Uba Sulaiman, Director of Public Enlightenment, Office of the Head of Civil Service, Kano.
